Its your job not a fashion show.
Would you go into an office in something you would wear to a club at night. I hope not! Save you two piece for a day at the beach. I wouldnt take your seriously if you came in a skimpy two piece.

the lifeguards at my community pool are required to wear red and blue one pieces so no flirting issues are involved.

there is also no public display of affection (PDA) in the pool or the office.

very strict rules.

Being a lifeguard member you should know the strict uniform rules of while your within the club. While on duty, patrol, training or in competition you are only to wear your lifeguard uniform. Why ?
This very strict dress code rule applies to all lifeguards and surf lifesavers all over the world. It is a strict requirement to wear our uniforms while on duty being recognised as the public lifeguard or surf lifesaver on patrol duty at the beach or at a pool. I felt the same way when I was enrolled into a surf lifesaving club of the strict dress rules of having to always wear my surf lifesaving uniform and surf cap while on duty, patrol, and during training and lifesaving competitions. If we wore what we wanted while on patrol or duty this could place
ourselves in danger of assistance from another lifeguards or surf lifesavers during a rescue, placing the general public at risk of finding a on duty lifeguard to report too or for urgent emergency assistance or becoming a victim of a predator impersonating being a on duty lifeguard. The general public recognised emergency assistance by uniform like police, fire. ambulance, park rangers etc to report a emergency too for assistance. Imagine what would happen if they wore what they all wanted too because they didn't like also wearing there uniforms. Your required American life guarding uniforms are very moralistically designed to all other lifeguard and surf lifesaving uniforms worn by all men and women in the world.
You should approached your club captain and other lifeguard members or the department of parks and recreation in the USA on changing your lifeguard uniform or apply for work as a lifeguard in another country during there summer and you'd be wearing a two piece uniform.

That was the thing I **** the most about our city pool last year!! Me and another guard were always joking about if the the girls in string bikinis, if they had to dive and save someone what would they go after, the person, or their top!!!

A 2 piece sometimes shows a bad guard, granted not all the time but 1 piece looks more professional. While 2 piece just looks **** and isn't as proficient.
Do you wear high heels to hike in?
Every thing has a place. Leave it there!

At my YMCA, the aquatics director requires the female guards to wear one piece suits, flirting issue, chance that the pool is not monitored well enough.
My niece works at a pool and one or two piece is optional, as long as the suit is red.
Ask the manager at your pool, maybe they will allow two piece suits unless it is already banned.
